The Rajasthan government has picked Reliance Jio and Bharti Airtel in a more than Rs 12,000-crore tender to provide internet access

and free smartphones to the women heads of 13.3 million families in the state under the ‘Mukhyamantri Digital Seva Yojana’, officials said.

Under the scheme, women heads of families enrolled in the Chiranjeevi Health Insurance Scheme will receive smartphones with internet connectivity for three years.

The country’s three telecom operators had participated in the tender.

While the modalities of the deal are yet to be finalised by the empowered committee of the state government, officials in the know said

the distribution of free smartphones will begin from the second week of December.

The primary SIM slot of the smartphones will be locked with the carrier while the second SIM slot will be open for any other telecom service provider.

The smartphones will be loaded with apps for the government schemes, including e-Mitra, a single window app to avail all state government services, and the Jan Kalyan app, a public welfare portal.

The distribution of handsets along with activated SIM cards will happen at the district and block levels, facilitated by the district administration with on-spot eKYC.

As per the tender, the telecom service provider will monitor the activations and provide a quarterly summary to the government, basis which the payment will be evaluated and processed.
